< Previous36 FEDERATION OF MYANMAR ENGINEERING SOCIETIES Fed. MES AFEO MEMBERS THE BEGINNING37 The Myanmar Engineering Society (MES) was originally formed in 1916 as “The Burma Engineering Congress”. In 1927, the name was changed to “Association of Engineers in Burma” which had been abolished by the couped army administration in 1963 together with other associations. In order to serve its Mother Land in much needed infrastructures for development, economy and urbanization, The Association of Engineers in Burma was restructured on 23rd December, 1995 giving birth to “Myanmar Engineering Societies. The Aims and objectives of our organisation are mainly for the sustainable development of our Engineering Community and then for the development of our nation, such as the development of the engineering profession, development of competitiveness, development of human resources, development of capacity and the development of Industrial & Infrastructure of the nation. The name “Myanmar Engineering Society- MES” has been changed to “Federation of Myanmar Engineering Societies- Fed. MES” by the agreement and approval of Annual General Meeting of MES held on 19th January, 2019. Nowadays, Fed. MES has six umbrella organisations at Yangon, and 27 chapters at the major cities of all states and regions around the country. As of early September 2021, we have total 66,504 members and 346 Corporate Member Companies. There are 78 Technical Divisions and Multidisciplinary Committees which are trying to accomplish the objectives set by the organisation. With the change of our organisation, we are encouraging the chapters for establishing regional or state level Engineering Organisations as an Umbrella Organisation of Fed. MES, which is for the sake of enhancing our activities and supports to the local government activities. We had hosted CAFEO22 and CAFEO32 in Yangon Myanmar in 2004 and 2014 respectively. Mission • Fed. MES shall be a provider for the continuing Professional Development activities for Engineers. • Fed. MES shall raise the competitiveness by promoting the capacity building of engineers • Fed. MES shall contribute towards Industrial Development of Nation and advancement of technology • Fed. MES shall carry out human resource development program continuously • Fed. MES shall promote sound professional engineering practice which needs for the socioeconomic development objectives of the Nation. Vision To Keep Abreast of World Class Engineering Professionals WWW.MES.ORG.MM THE BEGINNING38 BOARD OF ENGINEERS, CAMBODIA BEC AFEO MEMBERS THE BEGINNING39 Mission of BEC • To share action in the improvement of the engineering profession for the honour and dignity of engineers. • To share action in the preservation and glorification of national identity. • To maintain high quality, efficiency, safety, stability and responsibility in the engineering profession. • To strengthen and expand the cooperation and relationship among engineers at the national and international level. • To set up an acceptable standard to recognise and grant the title of Professional Engineers at national level in accordance to standardised international recognition. • To contribute to professional training and development of human resources to support the socio-economic development. Vision and mission Efficient management of engineers and professional qualification enhancement are essential to Cambodia’s economic development and poverty rate reduction. This effort conforms with the Royal Government of Cambodia’s (RGC) Rectangular Strategy. National intellectual engineering resource management and education standard enhancement have been considered by the RGC and it is for this reason that the Board of Engineers, Cambodia (BEC) was established. The BEC originates from The Engineering Institution of Cambodia (EIC), which was founded in the year 2000 as an engineering society with substantial support from the RGC. The EIC’s vision was to efficiently manage utilisation of national engineers in the country’s socio-economy development by congregating the national engineers, enhancing their qualifications and manage their deployments to the required sectors. Along with the integration into the region and the world, the mobility of engineering services plays a significant role in the cross-border trade as per the Mutual Recognition Agreement (MRA) on Engineering Services signed by ASEAN’s Ministers of Commerce in 2005. The BEC was established by the Royal Degree លេ�ខ នស/រកត/០៤០៩/៤១៣ on April 7th, 2009. BEC was established to handle the mechanism of Professional Regulatory Authority (PRA) for Cambodia. Vision of BEC The BEC is the sole National Engineering Institution in Cambodia to congregate the national engineers by means of registration and enhancing professional qualification recognition to international standards. WWW.BEC.GOV.KH THE BEGINNING40 LAO UNION OF SCIENCE AND ENGINEERING ASSOCIATIONS LUSEA AFEO MEMBERS THE BEGINNING41 The full membership of ten AFEO members was achieved when Lao People’s Democratic Republic was admitted into AFEO on 3rd September 2002 under the organisation Lao Union of Science and Engineering Associations (LUSEA). LUSEA comes through with the establishment of National Science Council (NSC) to promote the development of scientific research activities in Laos. The Council is responsible for academic and professional organisations in the country. It also provides postgraduate training opportunities. The LUSEA and all public science, engineering and technology research institutes come under the umbrella of the NSC. THE BEGINNING42 THE FOUNDING OF ASEAN ASEAN On 8 August 1967, five leaders – the Foreign Ministers of Indonesia, Malaysia, the Philippines, Singapore and Thailand – sat down together in the main hall of the Department of Foreign Affairs building in Bangkok, Thailand and signed a document. By virtue of that document, the Association of Southeast Asian Nations (ASEAN) was born. The five Foreign Ministers who signed it – Adam Malik of Indonesia, Narciso R. Ramos of the Philippines, Tun Abdul Razak of Malaysia, S. Rajaratnam of Singapore, and Thanat Khoman of Thailand – would subsequently be hailed as the Founding Fathers of probably the most successful inter-governmental organisation in the developing world today. And the document that they signed would be known as the ASEAN Declaration.
